The Mariners’ offseason has largely been defined by inactivity. They were never going to be in on the top free agents on the market due to a limited payroll budget. But they still needed to find upgrades at second base, third base and help at first base. Thus far, they’ve done nothing to address those needs. There are a variety of reasons for their inaction.
