The Dec. 18 editorial makes a convincing case that the Ballard Locks need additional funding to pay for needed maintenance and upgrades.
The editorial urges our congressional delegation to lobby for increased federal funding. Another, and perhaps more equitable, funding source is user fees. Currently, most of the vessels that transit the Locks are pleasure craft — yachts and power boats. Their owners are not on food stamps. They pay nothing for maintenance and operation of the Locks. The rest of us subsidize them with our taxes. Impose a toll on these boats and let commercial and human-powered craft transit for free.
