New business starts — based on applications for federal tax IDs — dipped sharply in March and April as much of the nation went into lockdown.

The nationwide pace picked up more quickly, and rebounded further, in the following months than Washington’s rate, but new business formation here in recent weeks has been ahead of last year’s levels.
