King County prosecutors on Friday charged 21-year-old Jeremiah Williams with two counts of promoting the commercial sex abuse of a minor for allegedly pimping out two underage girls.
Also charged was Haley Cavanaugh, 21, who is Williams’ alleged “bottom” girl, responsible for managing the other girls, according to court documents.
Both girls, ages 16 and 17, were taken into custody by Seattle police during a sting operation on Tuesday to recover juveniles working as prostitutes, the charging papers say. A detective had answered an ad on backpage.com advertising a two-girl Halloween special at a Seattle hotel and arranged to have sex with the girls for $400, the papers say.
In the past two months, Cavanaugh and the two juveniles “have earned enough money from prostituting for Williams to purchase a white Land Rover and (an) Audi A8,” according to charging documents, which also say the 16-year-old told detectives she earned an estimated $2,500 a day.

Cavanaugh was arrested Tuesday night when she was duped into thinking the girls had taken a cab to a grocery store on Aurora Avenue North and needed to be picked up. She posted a $75,000 bond and was released from jail Thursday night, according to court and jail records.
Williams — who was arrested in December on drug, identity-theft and unlawful possession of a firearm charges in Lewis County — was released from prison in August, said Norah West, a spokeswoman for the state Department of Corrections.
He was arrested early Wednesday at his work-release facility on Seattle’s First Hill for his alleged pimping, according to police and charging documents. He remains in King County Jail in lieu of $300,000 bail.
According to charging papers, Cavanaugh began working as a prostitute for Williams a year ago. The 16-year-old, who has known Williams since she was 12, left home in September and was living on the streets with no money, the papers say.
The girl contacted Cavanaugh, “who in turn began to groom her as a prostitute for Williams,” the papers say. The 16-year-old then introduced her 17-year-old friend to Cavanaugh and Williams, and Williams “had Cavanaugh take both juveniles on dates to learn how to prostitute, as well as to join Cavanaugh in duo sex dates with clients,” charging papers say.
Both suspects are to be arraigned Nov. 14.
