BUSINESS CLIMATE. A subject that was covered, but perhaps not enough, was the “business climate.” This is the ease of starting a new venture, or running an existing business, without having to grapple with too many permits, too many “noes” from the government, too many taxes and restrictive laws. Boeing does care about all this stuff–things like the cost of unemployment coverage in Washington, for instance. In 2003 Boeing insisted on changes in the unemployment system as part of the price of putting the first 787 assembly line in Everett.
