House Democrats propose tax increases to raise $1.4 billion for education: A proposal introduced Friday by Democrats in the state House of Representatives would raise $1.4 billion toward the state’s education funding mandate through increases in the business and occupancy tax and a 5 percent capital gains tax. The plan also would freeze college tuition and completely fund all-day kindergarten during this budget cycle.
