Housing: Peter Orser, president of Quadrant Homes, was appointed chairman of the King County Housing Authority board of commissioners.


Insurance: Richard Kelly was named chief investment officer at Safeco.


Law: Arthur Pannell joined Perkins Coie as an associate. Ann Rosato was hired as an associate at Peterson Young Putra. Harold “Hal” Snow Jr. joined Lane Powell as a partner. Michael Harman joined Helsell Fetterman as an associate.


Nonprofit organizations: Jill Novacek was appointed director of research and evaluation at the Committee for Children.


Public relations: Russ Twoey was hired as an account executive, Heather Van Schoiack as an account supervisor and Kelley Mast as an account manager at Porter Novelli.

Energy: Gregg Makuch was promoted to vice president of marketing and administration at Neah Power Systems, Bothell.


Engineering: Melissa Neuharth, Mathew Wies, Brigette Arnold and Carrie Keating were promoted to project managers at DCI Engineers, Bellevue.


Retail: Harry Ross, the Macy’s store manager at Bellevue Square, was promoted to regional vice president/east at Macy’s.


Wireless technology: Jim Souders was named vice president for North America and Asia Pacific at Action Engine, Redmond. Mforma, Bellevue, has named John Rousseau president and general manager for the Americas, Eric Hobson president and general manager for Europe, and David Arnold president and general manager for Asia.
