British Columbia Investment Management Corp., a Victoria-based manager for Canadian pension funds, bought 2000 Third Avenue, the future site of high-rise apartment tower in downtown Seattle for $17.75 million, according to commercial real-estate brokerage Jones Lang LaSalle, which represented the seller, Sumner-based Investco Corp.

The city has issued a permit for a 43-story building with 431 apartments and 40 hotel rooms above, records show.
